Esta ação altera o espaço aéreo Classe D na Base Aérea Dover (AFB) devido ao espaço aéreo atualmente designado não conter adequadamente operações sob Regras de Voo por Instrumentos (IFR). Adicionalmente, esta ação estabelece espaço aéreo de superfície Classe E e revoga o espaço aéreo de extensão de superfície Classe E que se estende a partir da superfície acima da AFB Dover, Dover, DE, devido ao espaço aéreo não mais atender às especificações de sua designação atual. Esta ação também altera os limites do espaço aéreo Classe E que se estende a partir de 700 pés que não mais atende aos requisitos de sua designação específica devido à alteração ou cancelamento de Procedimentos Padrão de Aproximação por Instrumentos. This action amends the Class D airspace at Dover Air Force Base (AFB) due to the currently designated airspace not properly containing instrument flight rule (IFR) operations. Additionally, this action establishes Class E surface airspace and revokes the Class E surface extension airspace extending upward from the surface above Dover AFB, Dover, DE, due to the airspace no longer meeting the specifications of its current designation. This action also amends the boundaries of Class E airspace extending upward from 700 ft that no longer meets the requirements for its specific designation due to the amendment or cancellation of Standard Instrument Approach Procedures. Subtitle I, Section 106, describes the authority of the FAA Administrator. Subtitle VII, Aviation Programs, describes in more detail the scope of the agency's authority. This rulemaking is promulgated under the authority described in Subtitle VII, Part A, Subpart I, Section 40103. Under that section, the FAA is charged with prescribing regulations to assign the use of airspace necessary to ensure the safety of aircraft and the efficient use of airspace.
