ACTION: Final rule; technical amendments. SUMMARY: This technical amendment contains non-substantive corrections to address typographical errors, editorial errors, and outdated or incorrect references in various parts of FAA regulations. DATES: Effective December 9, 2022. SUPPLEMENTARY INFORMATION: I. Good Cause for Immediate Adoption Without Prior Notice Section 553(b)(3)(B) of the Administrative Procedure Act (APA) (5 U.S.C. 551 et seq.) authorizes agencies to dispense with notice and comment procedures for rules when the agency for “good cause” finds that those procedures are “impracticable, unnecessary, or contrary to the public interest.” Under this section, an agency, upon finding good cause, may issue a final rule without seeking comment prior to the rulemaking. Additionally, the APA requires agencies to delay the effective date of regulations for 30 days after publication, unless the agency finds good cause to make the regulations effective sooner. See, 5 U.S.C. 553(d). This action makes technical amendments that affect the clarity of existing regulations. These amendments will not impose any additional substantive restrictions or requirements on the persons affected by these regulations. Because this action merely makes technical amendments, the FAA finds that notice and public comment under 5 U.S.C. 553(b) is unnecessary. For the same reason, the FAA finds that good cause exists under 5 U.S.C. 553(d) for making this rule effective in less than 30 days. II. Authority for This Rulemaking The FAA's authority to issue rules is found in title 49 of the United States Code. Subtitle I, section 106 describes the authority of the FAA Administrator. This rulemaking is promulgated under the authority described in 49 U.S.C. 106(f) and (g), which establish the authority of the Administrator to promulgate and revise regulations and rules related to aviation safety. This regulation is within the scope of that authority because the rule makes non-substantive edits to regulations related to aviation safety promulgated under authorities listed in 49 U.S.C. 106(g). Portions of this rulemaking are also authorized under 51 U.S.C. 50903(c), which authorizes the promulgation of regulations related to commercial space launches and reentries. III.
