SUPPLEMENTARY INFORMATION: Authority for This Rulemaking The FAA's authority to issue rules regarding aviation safety is found in Title 49 of the United States Code. Subtitle I, Section 106, describes the authority of the FAA Administrator. Subtitle VII, Aviation Programs, describes in more detail the scope of the agency's authority. This rulemaking is promulgated under the authority described in Subtitle VII, Part A, Subpart I, Section 40103. Under that section, the FAA is charged with prescribing regulations to assign the use of airspace necessary to ensure the safety of aircraft and the efficient use of airspace. This regulation is within the scope of that authority as it amends Class E airspace for Stephens Memorial Hospital Heliport, Norway, ME, and Oxford County Regional Airport, ( printed page 65521) Oxford, ME, to support IFR operations in the area. History The FAA published a notice of proposed rulemaking in the Federal Register (87 FR 50021, August 15, 2022) for Docket No. FAA-2022-0903 to establish Class E airspace extending upward from 700 feet above the surface at Stephens Memorial Hospital Heliport, Norway, ME. Subsequent to publication, the FAA discovered that the heliport already existed, but under the name of Norway Heliport. This action changes the term establishes to the term amends. The FAA also proposed the amendment of Class E airspace extending upward from 700 feet above the surface at Oxford County Regional Airport, Oxford, ME, by updating the airport's geographic coordinates and removing unnecessary verbiage from the airport description.
