Esta ação altera a descrição da rota de Navegação por Área (RNAV) Q-136 ao mudar o nome do ponto de referência (WP) "BAACN", IA, para "DIYAP". A FAA está realizando esta ação devido a um Fixo (Fix) com pronúncia e sonoridade similares (BACNN, MO) localizado aproximadamente 55 milhas náuticas (NM) a sudoeste do WP BAACN, o qual contribui para erros de comunicação resultantes dos nomes similares do Fix e WP em comunicações por rádio. This action amends the description of Area Navigation (RNAV) route Q-136 by changing the name of the "BAACN", IA, waypoint (WP) to "DIYAP". The FAA is taking this action due to a similarly pronounced and sounding Fix (BACNN, MO) located approximately 55 nautical miles (NM) southwest of the BAACN WP which contributes to communications errors resulting from the similar-sounding Fix and WP names in radio communications. SUPPLEMENTARY INFORMATION: Authority for This Rulemaking The FAA's authority to issue rules regarding aviation safety is found in Title 49 of the United States Code. Subtitle I, Section 106 describes the authority of the FAA Administrator. Subtitle VII, Aviation Programs, describes in more detail the scope of the agency's authority. This rulemaking is promulgated under the authority described in Subtitle VII, Part A, Subpart I, Section 40103. Under that section, the FAA is charged with prescribing regulations to assign the use of the airspace necessary to ensure the safety of aircraft and the efficient use of airspace. This regulation is within the scope of that authority as it modifies the route description while retaining the route structure as necessary to preserve the safe and efficient flow of air traffic within the National Airspace System. History In 2019, the FAA published a final rule for Docket No. FAA-2018-0232 in the Federal Register (84 FR 10407; March 21, 2019) that established the BAACN, IA, WP and extended Q-136 to that WP in support of new standard instrument departures (SIDs) and standard terminal arrival routes (STARs) developed for Denver International Airport and surrounding airports. At that time, there was a BACNN, MO, Fix located at the intersection of Jet Routes J-18 and J-25 approximately 55 NM southwest of the new BAACN, IA, WP.
