Conforme direcionado pela Lei de Reautorização da FAA de 2018, a FAA permitirá que pilotos conduzindo operações de aeronaves públicas creditem seu tempo de voo em relação aos requisitos regulatórios civis da FAA. Adicionalmente, em consonância com a Lei de Autorização de Defesa Nacional James M. Inhofe para o Ano Fiscal de 2023, esta regra final emendará as regras operacionais para aeronaves experimentais para permitir certo treinamento de voo, testes e verificações nestas aeronaves sem uma carta de autorização de desvio. Conforme direcionado na Lei de Reautorização da FAA de 2024, a mesma dispensa será estendida a certo treinamento de voo, testes e verificações em aeronaves de categoria limitada, categoria primária e aeronaves experimentais leve esporte. Esta regra final também revisa emendas diversas relacionadas a experiência de voo recente, privilégios de instrutor de voo, treinamento de voo em certas aeronaves portadoras de certificados de aeronavegabilidade especial e as proibições relacionadas de conduzir estas atividades mediante compensação ou aluguel. Estas mudanças esclarecerão os requisitos regulatórios existentes, alinharão as regulações com a prática atual da indústria e garantirão conformidade com as Leis de Reautorização da FAA de 2018 e 2024 e a Lei de Autorização de Defesa Nacional James M. Inhofe para o Ano Fiscal de 2023.
As directed by the FAA Reauthorization Act of 2018, the FAA will allow pilots conducting public aircraft operations to credit their flight time towards FAA civil regulatory requirements. Additionally, consistent with the James M. Inhofe National Defense Authorization Act for Fiscal Year 2023, this final rule will amend the operating rules for experimental aircraft to permit certain flight training, testing, and checking in these aircraft without a letter of deviation authority. As directed in the FAA Reauthorization Act of 2024, the same relief will be extended to certain flight training, testing, and checking in limited category, primary category, and experimental light sport aircraft. This final rule also revises miscellaneous amendments related to recent flight experience, flight instructor privileges, flight training in certain aircraft holding special airworthiness certificates, and the related prohibitions on conducting these activities for compensation or hire. These changes will clarify existing regulatory requirements, align the regulations with current industry practice, and ensure compliance with the FAA Reauthorization Acts of 2018 and 2024 and the James M.
