A FAA está revogando a Diretiva de Aeronavegabilidade (DA) 2021-23-12, que se aplicava a todos os aviões de transporte e categoria commuter equipados com altímetro de rádio (também conhecido como altímetro radar). A DA 2021-23-12 exigia a revisão da seção de limitações do manual de operação da aeronave (AFM) existente para incorporar limitações proibindo certas operações que exigem dados do altímetro de rádio na presença de interferência 5G Banda C, conforme identificado por Avisos aos Aeronavegantes (NOTAM). The FAA is superseding Airworthiness Directive (AD) 2021-23- 12, which applied to all transport and commuter category airplanes equipped with a radio (also known as radar) altimeter. AD 2021-23-12 required revising the limitations section of the existing airplane/ aircraft flight manual (AFM) to incorporate limitations prohibiting certain operations requiring radio altimeter data when in the presence of 5G C-Band interference as identified by Notices to Air Missions (NOTAMs). Since the FAA issued AD 2021-23-12, the FAA determined that additional limitations are needed due to the continued deployment of new 5G C-Band stations whose signals are expected to cover most of the contiguous United States at transmission frequencies between 3.7-3.98 GHz. For certain airplanes, this AD requires revising the limitations section of the existing AFM to incorporate limitations prohibiting certain operations requiring radio altimeter data, due to the presence of 5G C-Band interference. This AD also requires modifying certain airplanes to allow safe operations in the U.S. 5G C-Band radio frequency environment. SUPPLEMENTARY INFORMATION: Background The FAA issued a notice of proposed rulemaking (NPRM) to amend 14 CFR part 39 to supersede AD 2021-23-12, Amendment 39-21810 (86 FR 69984, December 9, 2021) (AD 2021-23-12). AD 2021-23-12 applied to all transport and commuter category airplanes equipped with a radio (also known as radar) altimeter. The NPRM published in the Federal Register on January 11, 2023 (88 FR 1520). The NPRM was prompted by the determination that radio altimeters cannot be relied upon to perform their intended function if they experience 5G C-Band interference. In the NPRM, the FAA proposed to maintain the requirements of AD 2021-23-12, except for the limitations pertaining to Required Navigation Performance with Authorization Required (RNP AR) instrument approach procedures (IAPs), by requiring revising the existing AFM to incorporate limitations prohibiting certain operations in the presence of 5G C-Band wireless broadband interference as identified by NOTAM.
